It is a widely shared opinion that the European Institutions should exercise a stronger coordination of innovation policy. This policy is however jeopardized by the lack of instruments of governance capable to actually design and manage it. Unless this problem gets solved, we may risk that bringing this policy to an European level would only originate unwanted complexity at institutional level, with no positive feed-backs to the capability of finding better ways to the role played by the political action.
