The author reviews the impact by construction of the sewer network in Naples on its ecosystem. The first part of the article examines the planning phase of the ‘Slum Clearance Act’, turning a local problem into a national urban transformation exercise. Subsequently, the author appraises the implementation phase, which started in 1885, with a shift from the idea of protecting the city from epidemics to that of a post-bacteriological conurbation with proper sanitary infrastructure. In the second part, the author considers the role of waste recycling within the scope of the commercial development plan, highlighting the shift from the initial intention of considering waste as a potential resource to the subsequent abandonment of plans for the adoption of any conversion process.
