The objective of this work is to analyse and compare the development of Emilia- Romagna region with the other Italian and European regions. The comparative analysis will manly focus on indicators that include, on one side, the economic and production characteristics (Pil per capita, occupation and activity level, export), on the other, the innovation capacity (investment on R&D, research and human capital indicators) of the regions. The results underline how the Emilia- Romagna is one of the richest regions of the European Union, but at the same time, it has several weakness and delays in term of innovation capacity and utilization of qualified human capital respect to the more developed and dynamics European regions. The analysis suggests the necessity of regional policies to maintain and further improve of the less developed regions to catching up the development in the whole complexity.
