The literature on ecological strategy execution is expanding at a rapid pace and assuming an increasingly sophisticated form. However, it is characterized by greater theoretical rigour than empirical robustness and is based predominantly on findings generated via research conducted in affluent democracies. The Chinese experience in this respect has been accorded limited scholarly attention, yet it may offer valuable lessons to students of that conceptually and practically challenging component of public programme management.
