The aim of this paper is to contribute a new perspective to the long-standing debate on regional gaps in Italy. The lessons learned in particular, are experiences taken from emerging countries in phase of development, which are then considered with reference to the case of regional policies carried out mainly in the lesser developed southern regions of Italy. Lastly, a new framework is provided from international literature which gives some policy suggestions for the efficient implementation of the European Union Cohesion policy targeted to Southern Italy over the 2007-2013 period.
