This study deals once more with those themes, closely linked, relevant to the programming activity and SMEs policy conducted by the Regions, in order to illustrate the main evolutionary aspects, highlighted during the last decade, trying to understand the main fundamental causes and the most significant implications for the difficult period currently underway. In this way, this paper tries to debate about the complex question whether the public intervention at regional level shall be re-considered or not.
