The article, after a short premise on the ascendent and descendent phases of the political cycle, faces the criticisms of the liberal model of democracy, proposing the participatory democracy as valid corrective. The approach of the law 3/2010 of Emilia-Romagna is in search of a model able to realise the promises of participatory democracy. It proposes a "mixed model", in which the territorial governments are the subjects who "legitimate participatory decisional processes on certain questions", where the actors organized on the territory participate in order to solve the criticisms of the problems posed to administrations. In this process, in the course of the treatment, we make clear the role of third-party subjects, which have the role of warrant technicians and of the "piloting committee", indicating also possible solutions to situations of stalemate or of conflict among the different involved actors.
