This contribution is drawn on discussions about area-based and integrated initiatives set up and implemented in Italy during the 1990s and 2000s. It argues that these experiences cannot be roughly assessed as ineffective. The focus is on the relationships, at the ‘micro’ level, between local outcomes and modes of organizational innovation within public administrations. Policy changes as well as institutional and work practices changes are taken into account.
