The paper’s purpose is analyzing a new planning tool, scenario. Starting from the theoretical and historical matrix underlying the scenario itself, and recalling past scenarios of planning, its analysis aims at highlighting both strong and critical aspects of this tool by means (also) of a reasoned list of both, specifying what scenarios allow us to plan and achieve, what people and institutions are chosen as actors, what amount of time the process requires and which are its results.
