The essay, moving from a methodological perspective that seeks to overcome the contradictions of the nationalistic approach to Europe and proposing to look at it from a global viewpoint in order to gather together the ‘federal’ and ‘inter-governmental’ elements of the integration process, aims to offer, particularly in the light of the innovations introduced by the Lisbon Treaty, a systematic interpretation of European citizenship, as autonomous institute of potentially federal nature at the basis of legitimacy of the Union and of the European model of open and inclusive society.
