The process of modernization of the italian public administration is analyzed within the broader political and institutional transition in contemporary democracies from the board of authoritative government to reticular pattern of Governance. The legislative, organizational and cultural chances that the public system of our country has tried to apply in order to conform to quality and competitive standards of the global market revolve around the founding principles of Public Governance: cooperation, communication and integration. In particular, the article notes that the activation and supervision by public administration of internal and external communication flows constitute, as a tool and process, the functional and strategic prerequisite for the realization of deliberative and participatory democracy practices.
