The article proposes an approach of analysis of the local regulation systems within a governance perspective. Maintaining a critical point of view, the article recognizes signs of the model of governance in former Local Development Systems (such as the industrial districts) and proposes to look at the current Local Integrated Planning to verify the validity of it to describe socio-economic impacts. Conclusions converge to underline the heuristic power of theoretical model of governance by which it is possible to give even more attention to social dimensions of economic process (actors, institution and relations).
