In the light of the the events related to financial and economic crisis of the Eurozone with the related measures of amendment of treaties, the essay, throughout an analysis of the decision-making power and process at Union’s level, takes on a critical approach to the method and model of European governance because of its even stronger intergovernmental character, trying to demonstrate the existence of normative-institutional principles of constitutional significance that enable instead to make meaningful the principle of representative democracy laid by the treaty at the basis of the functioning of the Union, defining therefore a model of government democratically founded on the sovereignty of the EU citizens. So to bring the debate on the subject of ‘more Europe’ to its both federal and democratic heart, represented by the problem of a wider and more aware popular support at the base of common institutions and decisions
