The article deals with the negotiations which, following the oil shock of 1973, took place among the nine members of the European Economic Community and the Arab League countries within the framework of European Political Cooperation, casting light on the European attempt to find a way out from the energy crisis of the Seventies. Thanks to a multiarchival research, the author shows that in spite of many difficulties and obstacles, through the Euro-Arab dialogue, the Community experimented, for the first time after the Yaoundé/Lomé agreements, an experience of collective relations with a group of third countries, promoting negotiations that, although not involving the delicate issue of oil, achieved some relevant results as the Venice declaration of 1980, considered a cornerstone of the European position towards the Arab-Israeli conflict. The analysis of the Euro-Arab dialogue represents also an interesting example of the development of the Eec external relations during the Seventies
