The enactment of Italian Law N° 328, the framework law that reforms the system of social services, set processes in motion that transform the country’s local welfare systems. The different in different regions seem to reflect the combination between path dependency, a trend that describes an institutional resistance to change, and institutional path deviation, which explains the processes of transformation. In this respect, the preparation of zone plans was a complex process of institution building. However, the regulation of local welfare does not take the sole form of a normative and institutional architecture, but also and primarily of a field where the relations between actors are organised in both public private sectors. This article presents the results of an empirical research that aims to describe the welfare system in the region of the Marches, setting out to identify the models of social policy governance that have been adopted in the sub-regional context
