Urban planning creates differences among owners of land. These differences have been mitigated, but not completely eliminated, by the changes in Italian legal system. The Lombardy Region’s statute no. 12 of 2005 provides for transferable development rights, with the aim of equalization among owners. The article considers the legal aspects of differences due to urban planning, and the problems of equalization, referring to the example of the city of Milan.
