The contribution aims at introducing the path towards the elaboration and the adoption of the new Action Plan on Human Rights and Democracy 2015-2019 by the EU Member States and competent EU institutions on July 2015. The Action Plan will be implemented in line with the Lisbon Treaty legal framework as well as the significant fortification of the European institutional apparatus (the Political and Security Committee, the EU Council Working Party on Human Rights, the European External Action Service, the EU High Representative for Foreign Affairs and Security Policy, the EU Special Representative for Human Rights) to gain positive results (also in 2017 for a mid-term implementation review) in the following five key-areas: boosting the ownership of local actors; addressing key human rights challenges; ensuring a comprehensive human rights approach to conflict and crises; fostering better coherence and consistency; deepening the effectiveness and results culture in human rights and democracy
