The work develops a conceptual effort that affects the description of the relationships between sovereignty, democratic constituent power and constituted power, to conclude in a concept of power of reform substantively different from what usually appears in the doctrine. The conclusion is that the democratic power of reform of the Constitution is approaching historically the power of democratic constituent power, and this is clear from the fact that the formal elements are increasingly nourished by a ldemocratic legitimation.
