The prevalence of chronic diseases is the largest share of illness and use of health services. The manuscript uses the case of substance addiction as a case study and tries to bring together medicine, sociology of health, and health policy. The case study can be representative of the activation vs welfare dependency debate and argue the potential related welfare dependence rhetoric's implications
