The article analyzes the collective conflict in the Local Public Transports service, which in the last years has been characterized by a particular trend. Notably, minor unions, with a low membership rate, carry out collective actions with high level of workers participation; by con-trast, major unions engage collective actions which have lower success between workers. The article also examines technical solution developed by the Independent Strike Commission, mainly based on the use of the principle of rarefaction. This makes it possible to govern a con-flict characterized by an extreme fragmentation of collective representation. As a result, it is possible to strike a better balance between the right to strike and the rights of the users of the public service, by leading to proportionality the relationship between strike and hardship for citizens.
