The article analyses the different measures put in place by the European Union in response to the economic and social consequences of the pandemic. After a brief comparison with the strategy of fiscal austerity practiced by the EU in the post-2008 crisis, we ask if the season of debt and public intervention inaugurated in the context of the health crisis can be considered as a change in the process of European integration towards the promotion of the values of democratic and social constitutionalism. To this end, the Recovery and Resilience Facility and the Italian national recovery and resilience plan are examined in particular. It is argued that the purpose of these instruments is not to implement a genuine project of social emancipation but to re-establish the proper functioning of the internal market in order to ensure greater growth through the promotion of social and territorial cohesion.
