The evolution driven European integration is shaping new ways to determine and ex-press the general political direction. Not only are there growing mutual conditioning be-tween the national and the European levels, but there is a clear need for a consonance between their functioning. In particular, it is precisely the action of the Government, no longer a solely “national” institution, that brings out particularly important innovations: from the stability of governments conditioned on cohesion with respect to choices at the European level, to the asymmetries between Ministers with respect to the different roles expressed (or not) at European level. Finally, the perspective of the drafting and imple-mentation of the NRRP offers further innovative hints. An important part of the core objectives of regulatory and executive action have been proposed by national institu-tions and approved by European ones.
