The paper examines the transformations that have occurred in Italian administration following the advent of functional distinction. Noting the ineffectiveness of the reforms of the 1990s, the paper attributes the causes of the failure of the new organizational model to certain criticalities rooted in the managerialist paradigm, which have made problematic the operation of designing the organizational environment required by the entrenchment of the new principle. The analysis will be complemented by the examina-tion of criticalities nested within the devices of the dichotomous model. These research trajectories will intersect at some point in the work in an attempt to identify a possible final landing point for an organizational model still in search of its identity.
