Place-based and integrated programming in Italy has been a fundamental part of national and regional policies for decades. Among the most active northern Italian regions is Piedmont, which with the Integrated territorial programmes (itps) has sought to implement local development from an inter-municipal and polycentric perspective. The itps have had a rather troubled implementation path between revivals and drops in interest due to various economic and political factors. This work evaluates them through a diachronic analysis to verify the geographical distribution and the level of inter-institutional cooperation of the territorial aggregations created ad hoc for this process. The study concludes by providing recommendations on how to (re)use these instruments in the future.
