The essay reconstructs the institution of state substitute power from the perspective of the distinction between ordinary and extraordinary substitution, the division and ownership of powers between the state and the regions, the impact on legitimatio ad officium or ad agendum, the punitive or collaborative nature, and the protection of rights within the framework of Article 120, c. 2 of the Constitution.
