Quebec regional studies neglect the political dimension of the territory, hindering understanding of multilevel governance, where analysis of the tension between functional and institutional logics is nevertheless useful for a comprehensive approach to the territory. This balance explains why, although the Quebec development model once tempered the bipolar management of territory (separating planning and development), we must now consider bipolar et inequal territorial governance.
