This article examines the impact of urban austerity on public real estate management and citizen action. Drawing on the notions of ambivalence and ambiguity, it argues that post-welfare urban austerity produces hybrid arrangements in which citizens, associations and public institutions co-manage spaces and services. These practices simultaneously sustain neoliberal governance and generate infrastructures of care. Based on comparative research in French and Italian cities, the article argues that public buildings constitute a crucial arena in which the material, political, and moral dimensions of post-welfare urbanism are negotiated.

Questo articolo esamina l’impatto dell’austerità urbana sulla gestione del patrimonio immobiliare pubblico e sull’azione dei cittadini. Facendo riferimento alle nozioni di ambivalenza e ambiguità, sostiene che l’austerità urbana nel periodo post-welfare produce assetti ibridi in cui cittadini, associazioni e istituzioni pubbliche co-gestiscono spazi e servizi. Queste pratiche da un lato sostengono la governance neoliberale mentre, al contempo, generano infrastrutture di cura. Basandosi su una ricerca comparativa in città francesi e italiane, l’articolo sostiene che gli edifici pubblici costituiscono un’arena cruciale in cui vengono negoziate le dimensioni materiali, politiche e morali dell’urbanismo post-welfare.
