For many years in Italy it was felt that energy and environment were sufficiently complete to make decisions without considering the context of other policy areas of the country. Today this is no longer true: you cannot deal with energy and the environment without dealing with industry and development. Three events have dramatically changed the situation: the entry of Italy in the Euro in 1999, China’s entry into the World Trade Organization (WTO) in 2001, the EU enlargement from 15 to 25 countries in 2004, became then 27 in 2007. In this new context is a necessary a "Energy Strategy" (or any other programming tool) to provide guidance to citizens, but especially to businesses, not only the energy sector, the initiatives that the State intends to take and the consequences in terms of availability, price, impact on the environment, which can be derived from them. Italy is rich in fossil energy resources, this is one more reason why it should be full of energy markets free, competitive and transparent, governed by strong and independent authorities that induce efficient development of tangible and intangible infrastructure for transport, storage and trading of energy products and CO2.
