The article starts by asking why Italy is now a country without form, while at the same time being stuck in an economic-social and political-institutions crisis. It is argued that this is the result of a long chain of bad choices and opportunities which were missed in terms of the electoral system, institutional reform and labour policies. Retracing the essential points over the last two decades of lost opportunities it is therefore a necessary move, prior to the identification of a possible way out of the Italian crisis itself.
