The case study investigates the process of Structural Change Management of Farmacap, the Special Company of Roma Capitale active in the management of Municipal Pharmacies and some selected Social Services. The case highlights how the protracted economic crisis that affected the organization uninterruptedly from 2014 to 2021 (in this time the company was placed under Special Administration) first generated and subsequently consolidated a structured organizational decline characterized by a non-centered service system and a professional system that favored a diverse informal organization. The Recovery Plan approved by Roma Capitale in 2022 launched a major Structural Change Management program that within 18 months impacted all areas of the company. This included a radical service redesign process, the launch of a new professional system based on a broad profession based on results-oriented service processes, and the consolidation of local networks. This path led to the resolution of the identified problems with a participatory change and started the process of improving economic performance.
