New community health care services are being built in Italy; special programmes, such as Pnrr, have encouraged home care growth. This work analyses the ability of SSN to achieve expected programme targets, along with policy impact on care model, especially regarding Ltc needs. Moreover, it tries to compare Regions through different dimensions, such as quality, quantitative and organizational perspectives, as well as home care importance in resource allocations processes; a special focus on Veneto Region is being provided. The paper offers some methodological considerations on different criteria used in measuring home care services levels, underlying potential benefits of introducing efficacy and outcome indicators to measure home care utility to Ssn improvements. This study is completed by some evaluations on postPnrr and by some future perspectives for home care.
