Paths of hybridization among journalism, politics, and public sector communication in Italy

This article argues that in Italy there is a new problematic relationship among journalism, politics, and public sector organizations due to the permanence of some traditional features in the informative context as well as to the success of infotainment logic and to the pervasive use of social media. In the new hybrid digi-tal ecosystem, a redefinition of the social role of information is necessary to un-derstand the perspectives for journalism and public sector communication. Info-tainment and politainment enhance the hybridization of Italian public sector communication formats and styles mainly on social media platforms. This process has consequences on interactions and overplays between information and com-munication areas in public organizations, redefining the evolution of professional roles.

The «invisible enemy» and the usual suspects. How Covid-19 re-framed migration in Italian media representations

The last decade has been characterized by an intense inflow of people into borders of what has been called the "Fortress Europe". Italian governments, from Gentiloni-Minniti to Conte-Salvini, have implemented restrictive border management and migration control measures, fueled also by an over mediatization of the issue in and by public discourses. However, from February 2020 public debates and narratives have been dominated by the Covid-19 pandemic, a health emergency often described as a war against an invisible enemy. Through a qualitative analysis of Italian media representations, this paper analyses how Covid-19 overshadowed and reframed migration narratives and discourses. Moving within the concept of (in)visibility, this paper explores the two macrodiscourses around migration during the lockdown: on one side, the link between migration and illness (fear of infection) that led to strict border security measures; on the other, the utilitaristic x\regularization of migrants working in informal economy. The conclusion reflects on long-term implications of the pandemic on mobility justice (Sheller 2018) and what Mbembe (2020) has defined the "right to breath".

The Covid-19 pandemic has brought about unprecedented changes, unsettling multiple facets of our existence. Among the many aspects that can be studied through the instruments of the sociology of communication, the suspension of normality is the one that perhaps most interests the sociology of everyday life, at least in its aspects related to the production of meanings that is achieved through the everyday interaction. This aspect is what this brief reflection aims to investigate - the practices in which we all commit ourselves to bring the current situation back to an understandable normality, to a reassuring status of ordinary banality; in short, to turn an extraordinary reality into an ordinary one.

Risks of private and sovereign debt as factors affecting the economic security of the state

This paper is relevant, as provides an analysis of the problems associated with the generation of the volume of private and sovereign debts in Russia. The purpose of this study is to analyse the risks of private and sovereign debt as factors of influ-ence on the economic security of the state. The authors note that their dynamics are uneven. The main method of research was the analysis by which it was inves-tigated the interrelation of public external debt and macroeconomic instability. The positive and negative aspects of the impact of external debt on the national economy are identified. The problems of external and internal debt of Russia in recent years are analysed through the lens of economic security. According to the authors, a further increase in debt will affect the investment climate, increase pub-lic debt servicing, and, as a result, reduce the country’s economic security. This, in turn, can negatively affect the processes of sustainable well-being of society, which can lead to poverty, a decrease in the number of taxes, an increase in crime, and, as a result, to unrest in society. The creation of an effective system of state and corporate control over the generation of private and sovereign financial debts constitutes an urgent task of management entities. The results of this article may be useful for scholars, which study the problems of economic security of the state.

Conceptual model of strategic planning for the sustainable development of the Armed Forces

The relevance of the study at the theoretical level is conditioned by the inconsistency of modern needs of domestic methodology and regulatory framework for state strategic planning, including strategic planning for the development of the Armed Forces of Ukraine, taking their capabilities into consideration. The purpose of the study is to develop a conceptual model of strategic planning for the sustainable development of the Armed Forces of Ukraine. The methodological framework of the study are both general scientific methods and special methods. Specific regularities concerning the state of combat capability of the Armed Forces and the integrity of the process of strategic planning of the Armed Forces development are determined, which describe their influence on changes in the state of the Armed Forces in the future. The process of sustainable development of the military sphere, namely its influence on the Ukrainian society, is considered. Additional defined principles for forecasting the military power of the Armed Forces, consistency with the state strategic planning, partial openness of information and scientific substantiation are proposed, which are taken as a basis for hypothesising and developing rules for determining the development strategy of the Armed Forces.The practical significance of the study lies in the fact that the proposed conceptual model of strategic planning of the Armed Forces development, which is based on the provisions of legal acts on strategic and defense planning, takes the results of defence reform and defence review into consideration and provides for determining specific patterns and principles of choosing the development strategy of the Armed Forces of Ukraine.

Security and efficiency of public administration of the socio-humanitarian sector of Ukraine

The relevance of the efficiency and security of public administration is particularly acute given the rapid development of crisis phenomena in socio-economic, hu-manitarian and other fields of Ukrainian society, which necessitates the search for new ways of organizing the administrative process, making effective management decisions, interaction of public authorities with public institutions to ensure sus-tainable socio-economic and humanitarian development of the state. The purpose of the paper is to address the efficiency and security of public administration in the socio-humanitarian sector of Ukraine, which is the focus of public administra-tion theorists and practitioners, and has recently become interdisciplinary in na-ture. The main methods of research are cluster analysis and methods of mathe-matical statistics, by means of which the initial data of the survey of public offic-ers were processed. Based on the results of a study of the designated directions de-velopment to improve of the efficiency and safety of public administration of the social and humanitarian sector of Ukraine. The quality of the implementation of programs in the socio-humanitarian, economic sphere analyzed. Immediate secu-rity threats were also identified. Threats are grouped according to their degree of danger. The highest security level by area has been determined. It is concluded that public administration in the above spheres is at the lowest level. The novelty of the study is conditioned upon a sociological survey of public officers so as to determine the expert opinion on key issues. The practical importance is determined by the need to formulate priority ways of improving the efficiency and security of public administration in the socio-humanitarian sector of Ukraine.

Theoretical substantiation of the model of borrowing rights-terminating facts

The relevance of the research is determined by the fact that it is necessary to dif-ferentiate the possibility of applying rights-terminating facts not only in general constructs of the civil branch of legislation but also in a number of private practices of sub-industries regulating general socio-economic relations. Such differentia-tion can contribute to the sustainable development of the civil sector of legislation. The aim of the article was to show new constructions in connection with the judicial system and the system of socio-economic forecasting. The main importance of legal consists in the fact that they can be applied in general in the category of civil law and at the same time their role as regulators of the civil branch of legisla-tion is minimized or does not work at all. In this regard, for the termination of legal relations, mainly general constructs of juridical facts without formalization for industry values are used. Such constructions contribute to equality between members of society, which in turn contributes to its development and well-being. It is found that the main task of the formation of the practice of applying rights-terminating facts is to determine the limits of liability of industry-specific legislation. The practical significance of the research is determined by the fact that for the first time the aspects of sectoral planning of the system of application of rights-terminating facts are revealed. The developed model can be applied both in the process of adjudication and in the process of socio-economic development programmers. The novelty of the research is determined by the fact that in the lit-erature, aspects of the formation of industrial legislative grounds for the application of local juridical facts are shown for the first time.

Prohibition of discrimination as a principle of social security in the context of ensuring sustainable well-being

Ensuring equal rights and opportunities in modern society allows us to ensure its development without involving additional regulatory functions of the state. In this regard, it is relevant to determine the limits of discrimination, to isolate them from personal rights and to identify potential state regulation in this area. The authors of the article consider the issue not only as the basis for building mandatory functions in the field of social security, but also as a tool for the uniform distribution of so-cial security factors. For this, an analysis was performed, which uses the mecha-nism of the initial analysis of equality and on this basis the limits that require legis-lative consolidation are determined for the use of restrictive mechanisms. The arti-cle discusses the definition of equality and, accordingly, the restriction of rights in the generic concept and highlights the foundations of regulation and the restriction of inequality at the level of fundamental documents of the state. Social protection is presented as a component of a developed society that can provide its members with basic needs, starting with material basic benefits and ending with the ability to freely achieve well-being. The authors also consider compensation mechanisms. Practical significance is determined by the fact that mechanisms for ensuring equal opportunities are identified and principles for regulating the sufficiency of social security are formed for citizens who experience discriminatory influence both from the state and from individual citizens.

Integrated evaluation as a precedence of economic security management insurance market

The level of economic security of Ukraine’s insurance market is at a dangerous level, while the countries of Eastern Europe are at a high level. the necessity of state management of the economic safety of the insurance market through: rais-ing the level of life quality of the population and the insurance culture; introduc-tion of increased requirements for the operation of insurance companies with for-eign capital determines the relevance of the topic. The purpose of the study is the scientific substantiation of theoretical approaches and scientific and practical rec-ommendations for improving the efficiency of the economic security manage-ment system of the insurance market of Ukraine and other countries of Eastern Europe through analysis of insurance markets, an integrated assessment of the level of economic security of the insurance market and studying European experi-ence. The leading research methods were comprehensive analysis and comprehen-sive assessment of the state of safety of the insurance market in Ukraine. The arti-cle presents the results of empirical analysis of the research of individual indices of insurance markets of European countries, which testified that the insurance mar-ket in Ukraine was poorly developed, and its indicators are far behind European markets and do not meet national standards. The research empirically confirms and theoretically proves the necessity of state management of the economic safe-ty of the insurance market through: strict supervision and control over mergers and acquisitions in the insurance market; regulation of reinsurance operations; the in-troduction of a special tax policy for subjects of insurance relations; providing var-ious benefits to insurance companies in order to stimulate their activities. The re-sults of the study may be useful for state insurance supervisory authorities, non-state insurance associations, insurance companies and academics in the field of insurance.

Innovative development and competitiveness of agribusiness subjects in the system of ensuring of economic security of the regions of Ukraine

In the economic system, the development trend is the use of innovative technolo-gies of economic security. The purpose of the study is to comprehensively assess the innovative development of agricultural business in Ukraine within the framework of economic security. The leading research method has become of a modified systematic approach. The article identifies the determinants of economic security of the regions in the agrarian sector of Ukraine. The hidden properties of the influence of the competitiveness of the subjects of agrarian business on the eco-nomic security on the formation of well-being in the agricultural sector of the regions in the system of the breeding-reproduction process and their interrelation with the factors-symptoms having latent character are proved. The basis of structural transformations of the system of ensuring of economic security of the regions is developed through an integrated approach to assessing the potential financial opportunities of subjects of the agrarian sector. Complex diagnostics of the level of economic security, sustainability of the development of regions according to the components of the system have been carried out. The research results are of practical importance, since they can contribute to the development of changes in the agricultural sector of the economy.

The rationale of the safety index for estimation of socio-economic costs of road accidents

The relevance of the paper is due to the improvement of the mechanism for esti-mating socio-economic costs of road accidents, including - the sustainable safety index. In this regard, the study is aimed at analysing the mechanism for estimating the socio-economic costs of traffic accidents, followed by suggestions on the size and methods of implementing a sustainable safety index for improved and simpli-fied calculation. Analysed the impact of road accidents on the well-being of socie-ty. The object of the study is the mechanism of determining socio-economic costs of road accidents in Ukraine. The main research methods are the method of anal-ysis and mathematical statistics, thanks to which a hypothesis on the introduction of a new equation for estimating the number of socio-economic costs of road ac-cidents has been comprehensively proven and put forward. The paper presents the results of a study for improving the mechanism for estimating socio-economic costs of road accidents. The analysis of the mechanism of calculation of the index "social and economic costs of road accidents" is performed. The calculation of the socio-economic costs of road accidents according to the new equation makes it possible to reduce the probability of errors during calculations, allows to obtain an approximate result for planning road construction works at pre-investment stages or in the absence of all necessary initial data.
