An Overview of Agricultural Regional Policies 1992-98 - An overview of the regional expenditure in the sector of agriculture indicates that the behavior of the regions has not been homogeneous. In particular, analysis of the data makes it clear that there is no significant correlation between the cost indicators and the structural parameters that could, with reason, be expected to condition the level. From these results it appears clear that from 1992 to 1998, the assignment of funds by the regions to agricultural expenses was coherent with the option "development and re-equilibrium". Neither "productive consolidation" nor "redistribution of income" interpret as well the effective distribution of the expenditure among the different regional governments. The analysis concludes by using models for the comparison of agricultural expenditures among the regions. These instruments, though of little utility from a regulatory point of view, due to the fiscal federalism introduced by law 549/95, may, on the other hand, provide an interesting mechanism for evaluating in a unified manner the actions of governments that assign about a third of the public funding granted, in Italy, to the primary sector.
