This article deals with the link between Public Policy Evaluation (PPE) and Regulatory Impact Analysis (RIA). Some definitions of PPE, program evaluation and RIA are analysed, in order to show both differences and similarities between them. Then, the development of Italian legislation. Besides this, the development of the evaluation studies in France, as well as the degree of application of Regulatory Impact Analysis in this country, are also treated, in comparison with the developments of Italian legislation on evaluation studies and RIA in Italy. The purpose of the author is to show that, at least in the Italian case, PPE has not prepared a favourable ground for RIA, as one could have expected. On the contrary, given that the culture of evaluation in our country is still weak and not diffused, we could suggest that the reverse might be true: if RIA will be successful, this will help a more general application of PPE.
