The most urgent and most important problem of the European Union is to redesign its institutional architecture. This article reviews and criticizes existing ideas and models, especially the so-called neo-parliamentary model and, to some extent, the "pure" presidential model US style. It suggests that, following the enlargement process, some strengthening of the government of the Europe Union will be absolutely necessary. In order to increase the powers of European Union decision-makers and to make them more legitimate and more accountable, some form of direct popular election of a truly European executive has to be taken into serious consideration. Apart from any specific institutional model, this goal can be reached only through the activity of European parties, their shift of emphasis on European politics and policies, their concrete collaboration in aiming at and obtaining political power at the European level. The article ends by offering some concrete proposals leading into the suggested and desirable direction.
