Tempus is an EU programme which strengthens cooperation in higher education between the European Union and the countries that need its expertise. In 2003 the Tempus Tacis project was conceived within the framework of the Association for Educational Assessment to transfer quality assurance to the Ukrainian higher education sector. The three-year project include participation by the Roma Tre University, the University of Nottingham and four Ukrainian institutions: Testing Board of Professional Competence, Central In-Service Teacher Training Institute of the Academy of Educational Sciences of Ukraine, Ukrainian School Heads Association and the National Academy for Public Administration under the auspices of the President of the Republic. This article sets out the features of the project True Assessment - Distance Learning for Teachers, and illustrates its development phases and results, Keywords Teacher training, formative and summative assessment, distance learning.
