The Author analyses the conception of social network and that of social capital and of governance. What appears evident in the long essay is that it’s not possible to divide the network from harmony and participation, but it doesn’t mean integration. On the other side attendance finds its basis in information and in communication that are basic for the participation of the social actors and for the implement of the network. The network therefore is a basic instrument for comprehension of the post-modernity and the process of social democracy and it avails itself of technical constructions from the basis. Fundamental, however, there appear, according to the author, the specific public policies which crown the social networks and they recognize them as such in their structures and in their functions. Fundamental, however, there appears also the relationships with economy and politics intended in their strongest social meaning, in which spontaneity finds a composition on the basis of politics of interests. But it would be erroneous to talk about the decline of the State and of the public point of view. In that way one would risk to fall into a kind of utopia of the network at the disadvantage of a realistic analysis which considers the network as something useful but not always satisfactory.
