Objectives
Italian regulation of labour market admits that both public and private agents operate in the employment service sector. Public employment service approach towards firm recruitment differs from private agents one. We refer to firm requirements concerning the effectiveness of search to investigate the effect of the public employment service promotion on the job matching process via the public employment service.
Methods and Results
We use the binary logistic regression to examine the relationship between the matching process outcome and some key aspects of the search provided by the public employment services through their promotion activities. Our finding show that it is more like that the job matching process successfully ends when the time required for searching is short. Furthermore, it appears that the number of applicants per vacancy selected by public operators does not affect the probability of job matching success.
Conclusions
Public employment operators have become service providers acting as intermediaries between firms and workers to further matching process. The provision of advanced public employment services, such as the above considered promotion activities, can serve the scope of developing the public employment service role as a job matching-oriented function. The analysis of the effect of advanced public employment services at the local level is interesting due to the decentralization which enables the local policy maker to define labour market policies. This paper has discussed how public employment services paying particular attention to firm requirements in searching process influence the effectiveness of matching process via the state employment agency and its related services.
