The authors draw attention on the construction process of the Strategic Plan Cosenza-Rende. The methodology that leads to a strategic plan is based on an inclusive decision-making process involving all the territorial actors. The aim of the authors is to verify the quality of initiated processes and, in particular, the effectiveness of governance processes implemented and useful in identifying viable scenarios and lines of action aimed at supporting development and transformation of the urban system. The authors analyse characteristics and effectiveness of the initiated governance process. Furthermore they try to understand if goverance strategies and action are related, in terms of intentions and concrete actions, to the needs of the city, becoming an effective way of innovation.
