The purpose of this work is to analyse the EU15 regions using the structural indicators proposed by the 2004 Spring Report and the regional data drawn from Eurostat and OECD 1999-2003 to identify the best practices and the groups of homogenous regions in order to make regional comparisons. Methods: a new twostage scheme for comparative analysis has been provided. Methods and Results Better performers for each structural homogeneous group can be selected and become target for other units, whose performance can be so easily monitored over time. Conclusions The proposed strategy represents an alternative way to overcome comparative difficulties caused by the heterogeneity of the considered statistical unit, keeping their administrative identity.
