Tackling the market for high skilled immigrants not only means offering an attractive wage and good contracts, but also a set of rules to provide immigrant workers with stability of juridical status and rights of residence, as well as freedom of choice within the domestic labour market. "Talent for Citizenship" is a deal according to which the way to the citizenship of the host Country, and the rights associated to it, is paved to selected immigrant. This essay wants to address the capability of the EU and its economic constitution, to manage its immigration policy on the basis of efficiency and competitiveness.
