In times of crisis and of major political, social and economic changes in the world, the Republic of San Marino suffers an attempt on its identity and is forced to rethink and reposition itself to survive. The author briefly describes the present-day situation which involves three actors: the great global financial and economic crisis, the European integration and the evolving but difficult relationship with Italy. The author underlines the search for a new Country model overcoming the present-day non-economic model. For this purpose, according to the author, the role of Public Administration, or rather of a post-bureaucratic administration, is essential. An in-depth analysis of current critical issues is presented, finding ways for renewal: the search for a new mission, the reform of public functions, a new welfare model project. The author suggests, as a working hypothesis, that San Marino Administration can be part of the solution rather than a problem and a GDP producer rather than a GDP consumer, even in terms of knowledge.
