On the sidelines of the special intervention. The Marche province between the Cassa per il Mezzogiorno and the small business

The policies for economic development carried out in the Marche region after the end of the Second World War faced two significant variables. On the one hand, the author underlines the specific dimensions and quality of the local productive fabric, mostly characterized by small businesses and based, essentially, on endogenous industrialization process; this productive fabric is characterized by a widespread private enterprise, whose origin is related to economic and social organization. On the other hand, played an important role the administrative and geographical peculiarity of this area, the southern part of which was under the influence of the dispositions of the Cassa per il Mezzogiorno. The government policies for the support of industrialization were applied to this context by following two different strategies. During the first thirty years after the Second World War they were mostly oriented towards the support of territorial competition, within the context of the national choices on industrial localization and allocation of resources; during this period the Equipped Industrial Areas (Aree industriali attrezzate - Aia) became a tool for attracting "external" enterprises. The institution of the consortium for the Nucleus of Industrialization of Ascoli Piceno, in the context of the interventions by the Cassa per il Mezzogiorno, is part of this first phase. A second phase, which started from the middle of the 1970s, was characterized, on the contrary, by the goal of balancing the asymmetries which had developed over the previous years and were evident in the greater economic, social and demographic development of the coastal strip and of the areas at the entrance of the valleys. The Aias promoted by the regions, activated during this second phase, are characterized by a variation in the use of this tool, with the aim of interacting with the dynamics of small businesses.
