Examines the set-up of this new form of the workplace representative institution in a region conceived by national trade unions as peripheral and underdeveloped. The article poses the issue of the "contagion" and "interpretation" of the themes and methods of the work councils movement from the big factories to the small and medium-size enterprises during the 1970’s and 80’s. In this context the delegates represented a new channel for the participation in the labour movement of a weak, fragmented and widely unknown working class, intimately linked to local cultures and institutions.
