The essay analyses the ambivalence of Constitutional Identity. A National Constitutional Identity can be used as an instrument of defence of constitutional sovereignty or, at the opposite, as an instrument to find an interpretative solution. More particularly, the contribution shows that in European Multilevel Governance there is a double identity, one national and the other European: they live in tolerance and their reciprocal interaction can build a stable and plural identity with a recovery of Political Constitutionalism.

Keywords: Identità costituzionale, Teoria dei contro-limiti, Tutela Multilivello dei Diritti; Multilevel Governance, Constitutional Identity, Counter-limits doctrine, Multilelvel System of Fundamental Rights.
