The text is about the requests of differentiated regional autonomy (ex art. 116.3 of the Italian Constitution) of the Regions of Veneto, Lombardy and Emilia-Romagna, starting from 2017. They present some quite critical issue. The critical issues relate to: 1) the subject involved, going from schools to infrastructures to several very important public policies; 2) financing mechanisms; 3) the decisional processes. Those issues are such as to infer that there is the risk of the so-called "Secession of the Wealthy", as detailed in the analysis.
