As part of a theoretical division of powers between regionalised states, the forest cultivates its particularity in regional states such as the Italian Republic of autonomies and the Spanish autonomous state. Its regionalism is a kind of asymmetry within the asymmetry of regional states. Considered as a ‘matter’ attributed to a political power (1), the forest quickly goes beyond this classification by being included in various cross-cutting public policies (2). Interregional and multifunctional, its functions are defined in the broadest sense. The forest is part of an emerging multi-level global constitutionalism (3).
