The article examines the evaluation system of active labor policies, with specific reference to the Youth Guarantee. The evaluation activity is part of a renewed governance framework of active labor market policies which, starting from Legislative Decree 150/2015, saw the birth of the Agency for Labour Market Policies called upon to play a coordination role in the net-work of employment services. The presence of an evaluation function “em-bedded” within the Agency has defined an innovative and original evaluation system in the Italian context. This system has favored an effective relation-ship between policy makers and evaluators in the definition and implemen-tation of the evaluation design. In particular, the authors argue that in the case of project-level evaluation, the trustworthy relationship between policy maker and evaluator contributes to a better identification of evaluation needs, having a greater impact on policy making.
