Even before being an area of economic interest, Space has always represented a sector of clear -and, over the years, increasingly - strategic importance. This dual aspect of relevance leads to a natural overlap of regulatory frameworks and protective measures for Space activities. In particular, a clear connection can be seen with the government’s powers for safeguarding activities and assets deemed strategic, i.e., the FDI screening framework. The interaction between economic and strategic interests may therefore give rise to two forms of overlap: on the one hand, procedural overlaps, involving the coexistence of licensing regimes and FDI security controls; on the other, teleological overlaps, where industrial policy goals and the need to protect strategic assets must find the right balance.
