The author examines the repressive operation launched in Palermo in September 1892 at the behest of Giolitti’s government, who ordered the arrest of 200 individuals for criminal conspiracy. Drawing on archival sources, the article shows how the police action – coordinated by subprefectures and based on vague or circumstantial evidence – was part of a broader political strategy based in the manipulation of electoral choices. The Palermo case is presented as emblematic of the nexus between the criminalisation of dissent, the instrumental use of criminal law, and electoral management, highlighting the interplay between repression, security discourse, and political consensus during the 1892 general elections.
